Vocational integration of graduates of higher education institutions – InserSup device

Description

**InserSup** is an information system developed by the sub-directorate of information systems and statistical studies (Sies) of the Ministry of Higher Education and Research (MESR), allowing the production and dissemination of data on the professional integration of graduates from higher education. InserSup is based on the matching of several administrative files on student tracking and an extract from the monthly Social Statements (DSN) file provided by the Directorate of Research, Studies and Statistics (Dares) of the Ministry of Labour, Full Employment and Integration. The data produced make it possible to measure occupational integration at 6, 12, 18 months after diplomation and to qualify it. Insertion is measured annually from the June DSN (for insertion at 12 months) and December (for insertion at 6, 18 months). Given the diplomatic dates that run from June to the end of the year, the insertion at 6 months corresponds to a convenience of language. The qualification of the insertion is based on data of contract nature (CDI, CDD, etc.), of sector of activity, and eventually of profession and socio-professional category, remuneration, and work ratio. Occupational integration indicators will be calculated at a six-monthly rate. The field of the first version of InserSup covers graduates of professional bachelor’s and master’s degrees from universities. The information is presented at the level mentioned by institution.The scheme is expected to evolve over the next few years by gradually extending to all graduates and training institutions of higher education (universities, schools) and by gradually enriching into indicators qualifying the jobs occupied by graduates from higher education. For the first version of InserSup, the population of interest is that of French students under the age of 30, graduates of a Professional Licence or Master’s degree from an annual N session, and not pursuing studies in N+ 1 or N+ 2. **Labour rate in France**: share of salaried graduates in France among all active (job or research) or inactive graduates. In addition to respecting statistical confidentiality, the minimum threshold of 20 leavers per entry has been set to avoid temporal changes in the employment rate in France that are too erratic and thus ensure a longitudinal reliability of integration. Setting this threshold results in the non-exposure of data for a very large number of entries in establishments. Therefore, in order to maximise the number of mentions/diplomas per institution for which inclusion indicators are exposed, a cumulation with the previous promotion is carried out in case the number of staff is less than 20. There remain cases where the cumulative workforce remains below 20 and for which no wage employment rate in France is displayed. It is calculated on graduates of French nationality, from initial training, who entered the labour market immediately and permanently after graduation.
