Finance bill for 2018 (PLF 2018), yellow annex data staff assigned to ministerial offices
Description
These data, proposed by the Budget Directorate, are compiled on the basis of information provided by the various ministerial offices. It can only be read and interpreted in the light of a number of methodological precautions that are described in the online document on the performance forum ([https://www.performance-publique.budget.gouv.fr/si...](https://www.performance-publique.budget.gouv.fr/sites/performance_publique/files/farandole/ressources/2018/pap/pdf/DPT/jaune2018_cabinets.pdf\).) The scope of these data concerns the offices of the Prime Minister, Ministers, and Secretaries of State in place on 1 August 2017 (i.e. 30 cabinets). Unlike in previous years, and due to the change of legislature, but also to changes in ministerial perimeters, the data for each cabinet for 2017 are not compared with the data for 2016. However, in order to continue to ensure a comparison over time, the figures for the various cabinets, in terms of staff numbers and special hardship allowances, are summarised at the end of this document for each of the years 2007 to 2017. It is from this perspective that useful insights can be drawn (trends over several years). This year, the role and composition of the cabinets have changed considerably: Decree No 2017-1063 of 18 May 2017 strictly limits the number of cabinet members to 10 for a minister, 8 for a deputy minister and 5 for a secretary of state. In addition, the Prime Minister's Circular of 24 May 2017 on an exemplary, collegial and effective method of government work recalls these new rules and calls for a review of relations between administrations and ministerial offices. Thus, "the respective tasks of members of ministerial cabinets and directors of central administration have just been recalled and supervised. On the one hand, cabinets must focus on political functions and ensure that the action is explained and communicated. On the other hand, the directors of central administration are in charge of carrying out public policies within the framework of government action. The establishment plan lists all the staff involved in the work of the ministerial cabinet on 1 August 2017. Given the inherent variability in the number of ministerial cabinets, this document can only give a photograph at a fixed date of the physical number of cabinets. The first part includes the census of the members of ministerial cabinets appointed to the official journal, the second part traces the number of employees in charge of "support functions". A specific table for the staff of the military cabinets is also added for the offices of the Prime Minister and the Minister of the Armed Forces. For the other cabinets, any military personnel assigned to them are integrated into the staff of the cabinet. When employees work in several ministerial offices at the same time, they are accounted for in only one office. They are mainly employees of a Secretary of State, who also belong to the office of the full-time Minister to which he or she is attached. In addition, the following specific features should be noted: - the staff of the Minister for the Ecological and Inclusive Transition and the two State Secretaries attached to him are presented in an overall manner, i.e. a total of 20 cabinet members in accordance with the statutory ceilings. This presentation results from the choice of a complete pooling of the functions carried out by the firm; - in the interests of transparency, the staff responsible for carrying out the Government's parolat activities are also presented in dedicated tables.
