Offer of repositories for the management of the human resources (HR) chain of the State (Administrative Management, Pay and Post-Pay) - July 2024

As part of the programme to modernise state information systems relating to human resources and payroll (HRIS-state payroll), the Interministerial Centre for Human Resources Information Services (CISIRH) is developing services and tools to ensure the proper functioning of the HR chain (GA, payroll, post-payroll) and to enable the convergence of ministerial HRIS.

In this context, CISIRH manages and makes available a set of repositories (EPF HR Core) via the INGRES application and documentation via its PissaRHo portal, ensuring the quality, consistency and homogeneity of data, management rules, and practices throughout the HR chain.

This offer is structured around seven components:

A. The reference documentation for human resources includes:

• The presentation 1 and the distribution sheet 2 of the HR Core FPE,
• The HR Concept Dictionary 3 which aims to provide the reader with first level information on each of the concepts necessary for the implementation of an HRIS,
• Practical guides (e.g.: Guide to supporting documents, step advancement guide, etc.),
• Additional information 4 detailing certain business areas and payroll,

B. Data dictionary 5 which lists and describes the data implemented in HRIS (e.g. number, status, etc.).

C. The set of benchmarks shared between departments. These are the nomenclatures (XML 6 and xls 7****) of values associated with the data dictionary (accessible by drop-down lists in HRIS, e.g.: corps, grades, positions, leave absences, etc.).

D. The reference framework for management rules, which includes:

• Description of the 8 controls (intellectual or automated) needed to implement HR, payroll and post-pay management events,
• Description of the domains/subdomains/events and event types 9 related to these controls.

E. Reference material for HRIS, including

• the function repository 10 which describes the basic application "bricks" needed to build an HRIS,
• the xsd 11 distribution format of some repositories,
• Interface specifications 12.

F. The library of interministerial administrative acts 13 harmonised and secure, in documentary format.

G. Compendium of career records of bodies and posts in the State civil service 14 (year 2024).

CISIRH also makes available the maintenance sheets (FIME) of the FPE HR Core 15 repositories. The FIME is the document validated by the ministries that summarizes all the changes (legal changes, consistency, corrections) made on the repositories of the HR Core FPE. »
