Consultation on the Digital Republic Bill
Description
The proposed data are extracted from the web platform www.republique-numerique.fr used for the consultation on the Digital Republic bill, presented by Axelle Lemaire, Secretary of State for Digital Affairs. This consultation was held from September 26 to October 18, 2015. These data, proposed by the Directorate-General for Enterprise, trace the contributions of 21,330 contributors who voted nearly 150,000 times and tabled more than 8,500 arguments, amendments and proposals. Four types of contributions were possible on the platform: 1/ proposals (addition of new articles), 2/ amendment (proposal to amend articles), 3/ arguments, sources, etc. (presented in column H), 4/ vote. The "Author" variable has been removed, in order to completely pseudonymize the data. The variable "Profile type" has been kept in order to find out whether the contribution or vote came from a citizen, an institution, a for-profit organisation, a non-profit organisation or an unidentified actor. This dataset is encoded in UTF-8 and the fields are separated by commas.
