Net cost of providing basic services
Description
Data on the net cost of providing basic postal services. Net costs are determined as the difference between the postal licence holder’s incremental costs and incremental revenues, including a reasonable profit and deducting intangible and market benefits. Incremental costs and revenues are calculated by determining the baseline scenario (i.e. the essential services actually provided to which costs and revenues are allocated in an efficient and effective manner) and the alternative, commercial scenario (the hypothetical behaviour of the licensee in the absence of an obligation to provide essential services to which costs and revenues are allocated). The reasonable profit is determined by Decree No. 465/2012 Coll., on the method of keeping separate records of costs and revenues of the postal licence holder, as a mark-up of 8.7% on economically justified costs assigned to basic postal services.
