Municipal map of the Valencian Community: Execution of geometric improvements ICV

Description

Each jurisdictional boundary line between the municipalities is registered in the Central Cartographic Register (RCC) according to its Registry Sheet. The associated legal documentation is constituted by a Demarcation Act with the operation practiced, to recognize the term line and point out the markers carried out by the municipalities involved and the IGN. The technical documentation is constituted by the field notebooks of the topographic surveys carried out and planimetry of the time. The registration of the municipal boundaries in the RCC, consisted after its creation by Law 7/1986, of Cartography Planning, in registering the current geometry published in the official cartography of the National Topographic Map along with the legal title that endorsed it at that time. For this, a process of digitization of the boundary lines was carried out using various printed cartographic sources, and with it the basis of geometry was formed. As a result, in general, they have a geometric uncertainty of around 40 meters, according to experience and contrast with precise specific works carried out by the IGN. The exception to the above are those lines in which a series of technical and administrative works required by the state or regional regulations in force for the demarcation of the municipalities have been developed, which has allowed the inscription of a more precise geometry. In the Valencian Community, according to Law 2/2020, of 2 December, of the Generalitat, of geographical information and of the Valencian Cartographic Institute, it is the function of the ICV, in accordance with Article 4.2(e) of, the elaboration and maintenance of the municipal map, which consists, in accordance with Article 41.1 of the same law, in the recovery of the boundary lines of all the municipalities of the community. These works consist of locating the boundary markers that determine the boundary line, rethinking those missing from the legal and technical documentation recorded (usually demarcation report, field topographic notebook and municipal planimetry), assigning precise coordinates to the markers and the line between two consecutive markers (in the case that it was not in a straight line) and its subsequent legal endorsement of the result of the works. In this way, precise coordinates of all the pillars that make up each line are obtained and the outline of the boundary between each two consecutive pillars is geometrically specified, all based on the technical and legal documentation registered in the RCC. According to article 43.3 of the same law, the ICV in collaboration with the municipalities, annually plans the works and executes them. This information layer shows the follow-up and evolution of this project. The geometries of the boundary lines shown are the original ones, prior to the geometric improvement process. The technical work is carried out in collaboration with the Municipalities and with the IGN, which will eventually supervise them. Once this phase is completed, it is published in the DOGV in the case of legally endorsed lines or the signing of Additional Acts, in the case of provisional or partially provisional lines. Finally, the IGN is requested to update the documentation in the CCR relating to the affected lines, cartographic information and the incorporation of the resolutions approving the geometric improvements made.
