Information from the administration on suspected or actual pollution (ex-BASOL)

Description

France has inherited a long industrial past in which environmental concerns and constraints were not those of today. The consequences of spillage of products and pollution into water, air and/or soil were then unknown or little known. This pollution, due to old waste deposits or the infiltration of polluting substances, is likely to cause a nuisance or a risk to people or the environment on these sites. For this reason, the Ministry responsible for the environment has been inventorying polluted or potentially polluted sites and soils, calling for preventive or curative action by the public authorities since the early 1990s. The need to know the polluted (or potentially polluted) sites, to treat them where necessary, in particular in relation to the intended use, to inform the public and local stakeholders, to ensure the traceability of pollution and risks, including after treatment, led the Ministry responsible for the environment to create the BASOL database. The data from this historical database are now published in GeoRisks as information for the administration on suspected or actual pollution. The new information system set up by the Ministry of the Environment allows the mapping of these sites (formerly BASOL) at the level of the cadastral parcel. The administration’s information on suspected or actual pollution is complementary to other data such as the CASIAS ‘Cartography of former industrial sites and service activities’, which more broadly identifies sites that have been able to implement polluting substances, in particular for soil and groundwater in France, or the regulatory obligations linked to parcels such as the SIS ‘soil information sector’, which identifies land where the State is aware of soil pollution justifying, in particular in the event of a change of use, the carrying out of soil studies and pollution management measures to preserve public safety, health or health and the environment (see L. 125-6 of the Environment Code). All this information disseminated on the GeoRisks website is perfectly in line with the national policy for the management of polluted sites and soils.
