Description
Raw vigilance is developed by the Ministry of Ecological and Solidarity Transition. It is drawn up by the Hydro - Meteorology and Flood Forecasting Support Service (SCHAPI) attached to the Ministry’s Directorate-General for Risk Prevention in collaboration with the 19 flood forecasting services (SPC attached to the DREAL or Météo-France). Its objective is to raise public awareness of the flood risk, informing, with the same message, the general public and crisis management actors of the level of flood risk occurring on the main rivers monitored by the State. Seized of this vigilance information, the public authorities in charge of civil security (prefects and mayors) trigger the alert when necessary and mobilize adequate relief resources.
France and the overseas territories are divided into Crude Jurisdictional Territories (CTCs) – each managed by a Flood Forecasting Service (SPC) or a Hydrometeorological Watch Cell (CVH) and the Central Service for Hydrometeorology and Flood Forecasting Support (Schapi). The management of a CBT is therefore ensured by a state service or a public institution. The regulatory framework of a CBT can be defined by regulatory texts. In the specific case of SPCs, these are:
the Regulation on monitoring, forecasting and transmission of information on floods (RIC).
the flood forecasting master plan (SDPC) (see circular of 4 November 2010 NOR: DEVP1023695C).
Within each CBT, there are raw vigilance entities. A raw vigilance entity may be:
- a specific location on a watercourse at a hydrometric station or meteorological site,
- a raw vigilance section (i.e. thematic hydrographic segment),
- a flood catchment area (i.e. water catchment area),
- a raw vigilance zone or territory encompassing several raw vigilance entities, on which a summary of the raw vigilance information can be made.
Each river, integrated in the flood vigilance and visible on the vigilance map, is divided into sections (i.e. flood vigilance entity). Each section is coloured: green, yellow, orange or red depending on the level of vigilance required to deal with flood-related hazards that may occur within the next 24 hours.
