Hydrographic Zones - Meeting 2012 - BD Carthage

Description

Circular No 91-50 of 12 February 1991 on the hydrographic coding and spatial identification of surface aquatic environments in metropolitan France defines the hydrographic zone as follows: "The entire French territory is divided into elementary zones called hydrographic zones. Their boundaries are based on those of topographical watersheds (in whole or in part). A zone is a partition of a subsector that can have up to 10. It is entirely included in a river basin boundary and is used, together with other elements, to delimit various planning or regulatory areas such as Water Management Schemes, sensitive areas and water bodies referred to in the European Framework Directive of 23 October 2000. A hydrographic zone covers, in whole or in part, the territory of one or more municipalities. Conversely, the territory of a municipality is either included in its entirety within a hydrographic zone or divided between several zones. Different scenarios for the hydrographic zone may exist: a - The main watercourse in the hydrographic zone originates within the zone: it is an upstream zone whose contour corresponds to that of the topographic watershed of the main watercourse at the point of exit from the zone. b - The hydrographic zone is crossed by the main watercourse and the pk of the downstream point is not 1000: it is an intermediate catchment area, c - The hydrographic zone is crossed by the main watercourse whose downstream point corresponds to pk 1000: this is the downstream area of the water catchment area, d - The hydrographic zone is bordering the coastline. Three scenarios: * or it is a main watercourse with its source in the area: it is then case (a), * or this downstream zone is the last intermediate basin before the mouth of the main river: it is then case (c), * or the zone includes a line of the coastline comprising the mouth of the coastal river and areas drained by "rus" throwing themselves directly into the sea, e - The area does not have superficial flow but is nevertheless a receiver of upstream endorheic streams. The list of river basin areas shows two specific cases: - To avoid the creation of border hydrographic regions, five hydrographic zones located on the border with Italy or Spain (codes Y670 and Y680 corresponding to two upstream ends of the Po basin, S910, S911 and S912) have been attached to the coastal hydrographic regions (codes S and Y) of the basin districts on which they depend, - Although the hydrographic logic would require the zone U204 (sub-basin of Jougnena belonging to the Rhine basin) to be attached to the Rhine-Meuse basin constituency, it is nevertheless attached to the Rhône-Mediterranean-Corsica basin constituency (Saône hydrographic region) given the small size of this zone and its remoteness from the Rhine-Meuse basin, - Although the hydrographic logic would require that the areas of sector D0 (Sambre basin in France) be assigned to region B (Meuse basin) they are administratively attached to the Artois Picardie basin district given the remoteness of the Meuse and Sambre basins in France and the confluence of these two watercourses which operates abroad. The list of hydrographic zones is established within each basin district, under the responsibility of the Water Agency of the basin The geometry is close to the BDTopo IGN that was used for its realization.The BDCarthage Réunion is maintained by the DEAL Réunion.The BD Carthage Réunion is a version validated by the SIE but not by the IGN and that therefore problems of incompatibility with IGN referentiels can occur (and that an update will "officialize" the BD Carthage with the IGN validation).
