Description
In general, an interlocutor is a natural or legal person with one or more roles in
direct or indirect relationship with the business areas of water, and of which it is necessary to know its
identity for regulatory or technical purposes.
In application of the Environmental Code, are in particular considered as interlocutors or
users of water and aquatic environments: natural or legal persons, public or private:
which ensure the project management of localised actions for the implementation of the programmes of measures
to which water agencies provide direct financial support
which may be subject to royalties

who charge or collect the fees
to which, in the overseas departments, the water boards provide direct assistance
in accordance with the provisions of Article L. 213-13(c)(I) of the same Code;
invoice or collect the fee referred to in Article L. 213-14-1 of the same Code;
who carry out an installation, work, work or activity subject to authorisation or declaration,
or who send a request or declaration to the prefect of the department or departments in which they
must be carried out;
who, owners or users of a sampling device, well or drill, the realization of which is
intended to obtain water intended for domestic use, declare this device in accordance with
Article L. 2224-9 of the General Code of Local and Regional Authorities;
Other interlocutors may be present in the reference list of interlocutors such as
analytical laboratories.
