The Sandre Administrative Commons referential is based on the 2018 version of the Official Geographic Code of INSEE.
To the valid common codes and wordings and to the code of the department, are added by the SANDRE the administrative divisions of the water sphere to which the municipality belongs, namely: the WFD Basin, the River Basin District, the River Basin Committee and the River Basin Administrative District.
The commune is one of the central administrative districts of the administrative division of the national territory. It is identified by an alphanumeric code on 5 positions assigned by INSEE - not to be confused with the postal code.
The notion of commune should not be confused with that of "new city" which is the subject of Law No. 70-610 of 10 July 1970. The latter defines a number of provisions aimed at facilitating the creation of "new agglomerations", commonly known as "new cities".
To better meet some of their needs which are common to other local authorities and which often go beyond the framework and capacities of a municipal entity, municipalities may join one or more inter-local authority institutions, to each of which they will delegate one or more powers in order to pool the resources necessary to achieve their objectives.
Some municipalities have the role of chief place for regions, departments, districts and cantons.
