Hydraulic routes in the Walloon Region - Series

Description

This series of data layers represents the hydraulic routes in the Walloon Region in the sense that it takes the route of the axes, the location of the dependencies as well as the delimitation of the major works. Waterways and major works are included in the regional public domain and are therefore under the direct or delegated management of the Walloon Region in accordance with Article 2.b of the Decree of 19 March 2009 on the conservation of the regional public domain. Hydraulic waterways designate and consist of: - The hydraulic route as such. These are rivers and canals managed by DGO2 and listed in Annex I to the Order of the Walloon Government of 15 May 2004. Spatially, the hydraulic path is materialized by its axis. Depending on the display scale, the data layer is cut into hydraulic district and presents award information at this level; - Cumulative along the hydraulic tracks. These are point distance indications along the hydraulic axes; - The Great Hydraulic Works. These are reservoir dams - or reservoirs - intended for water storage. They are listed in Annex II of the Order of the Walloon Government of 15 May 2004. Spatially, these restraints are delimited by their polygonal right-of-way. Dependencies. These are works encountered next to, under, on, above or inherent to hydraulic tracks. The data layer includes, inter alia, crossing infrastructure structures (locks, lifts, etc.), control structures (dams), safety structures (gates), structures spanning the track (fixed bridges and movable bridges), etc. The structures are materialised by their punctual position on the network. These data layers (one-off, linear and polygonal) therefore constitute the whole of this series representing the hydraulic routes in Wallonia. Within Wallonia, the management of waterways is carried out by the Operational Directorate-General for Mobility and Waterways (SPW-DGO2). In a practical way, the hydraulic tracks are managed by Directorates and Territorial Hydraulic Districts which ensure the missions of current maintenance and exploitation of the domain in the districts. The activities of the Directorates and Districts relating to the operation of waterways are coordinated by the Directorate-General for Navigable Waterways (SPW-DGO2-DO.202). With 873 kilometres of track, the waterways make up part of the 25,000 kilometres of waterways that run through Wallonia. In general, they are open to navigation in a broad sense (merchandise, pleasure craft or small craft) and are arranged according to their waterway class. In practice, however, some lanes are disused or do not physically allow traffic, even with the smallest boat. Some of the waterways are navigable for water transport (commercial and recreational). These waterways are classified according to a classification established on the basis of the characteristics of the categories of transport vessels admitted to navigate on them (ECMT classification of inland waterways). A waterway of class IV or higher integrates the Trans-European Transport Network (TEN-T). Some nautical activities such as motorboating or jet skiing can only be practiced in well-defined stretches. The other part of the waterways is not accessible for water transport. These waterways are called "out of class", and are possibly defined as navigable waters. In this case and on certain sections, navigation by small boats is allowed. Examples of routes not accessible to water transport include the Amblève, the Haine, the Lesse, the Ourthe or the Semois. These elements are detailed in the descriptive sheet relating to the axes of the hydraulic tracks in the Walloon Region. The rest of the hydrographic network consists of the so-called "non-navigable" watercourses of 1st, 2nd and 3rd category, as well as unclassified watercourses. The management of each of these watercourses is the responsibility of a different public authority (SPW- DGO3-DRCE-DCENN, provinces, municipalities, residents). The Walloon Government decides on the classification of a watercourse as a "Hydraulic waterway" (VH) or "Non-navigable waterway" (CENN). Please note, however, that some CENN sections are navigable for small craft according to the AGW of 19 March 2009 regulating traffic on and in watercourses. All the hydraulic tracks and major hydraulic works listed in Annexes I and II of the AGW of 14 May 2014 have been mapped throughout the territory concerned, as well as the associated dependencies.
