INSPIRE - Mining waste management sites in Wallonia (BE)

Description

This series of INSPIRE-compliant data layers locates waste management facilities from the extractive industries in Wallonia. Waste management facilities (WMFs) from extractive industries are sites chosen to accumulate or deposit solid, liquid, solution or suspended extractive waste Directive 2006/21/EC of the European Parliament and of the Council of 15 March 2006 (Extractive Waste Directive) regulates the management of waste from the extractive industry. In this context, "Member States shall ensure that an inventory of closed waste facilities, including disused facilities, located on their territory and having serious effects on the environment or likely, in the short or medium term, to constitute a serious threat to human health or the environment is carried out and regularly updated" (Directive 2006/21/EC - Art.20). In Wallonia, the IGD of quarries and IGD of iron and metal mines do not present any risks. As there are no closed and/or abandoned settling ponds in Wallonia, only the risks associated with coal heaps have been the subject of a specific study and are the subject of this mapping. For coal heaps, the two main risks identified at the end of the procedure are related to the loss of geotechnical stability and the combustion of waste. A codification has been adopted to characterize the level of risk of each site: - Category 1 DGIs do not pose a risk to human health or the environment. 231 waste heaps are in category 1; - Category 2 DGIs present at least one specific risk. The potential targets concerned are never contiguous to the DMI. 3 heaps are in category 2; - Category 3 DGIs present at least one specific risk and there is at least one potential target located in close proximity to the DGI. DMIs with a proven environmental impact are also included in category 3. 42 waste heaps are in category 3. Of these 42 waste heaps, 7 are in combustion and have a proven impact on the environment. Category 2 and 3 DMIs identified from this inventory must undergo a detailed risk analysis to confirm their classification. Combustion DMIs shall be monitored as a minimum. Any change in the existing situation on which this analysis was based must result in a new risk assessment. This series consists of two layers of information containing the same information presented in two different forms (point and polygon) which can be used according to the scales of representations: - The position of the remaining sites and the associated risk (DECHETS_MINIERS__SITES_RISQUES_PTS): Punctual representation for use on small scales; - The delimitation of the remaining sites and the associated risk (MINIERS_DECHETS__SITES_RISQUES): Surface representation for use on large scales.
