Natura 2000 network in force - Series

Description

This series presents the complete Walloon Natura 2000 network in force on 31/12/2017 by locating the perimeters of the sites and their different Management Units. Natura 2000 is a European ecological network of natural protected areas (peatlands, forests, rivers, rocks, caves), semi-natural (flowered meadows, dry lawns, heaths, etc.) or used as habitat specific to certain animal or plant species. The overall objective of this network is to maintain the biodiversity of the environment by defining a common framework for the conservation of natural habitats and of wild fauna and flora on the territory of the Member States. The "Natura 2000" sites are proposed by the Member States, in application of the European "Birds" (2009) and "Habitats" (1992) directives, which constitute the legal basis for the project. From 2002 to 2005, the Walloon Government defined 240 Natura 2000 sites (GW Decision - 24 March 2005), representing some 221,000 ha, or 13% of Walloon territory.These sites are composed of forests (leafy, resinous, mixed), agropastoral environments, streams, rocks, etc. All Natura 2000 sites are subject to common legal obligations to ensure their protection and management. In addition, specific measures are laid down by Designation Orders (DA) of the Walloon Government, based on Management Units (MUs) delimited within the site. Management Units are spaces within a site where the management rules to be applied are homogeneous (although the biological objectives may be different). The Designation Orders for the 240 sites were adopted by the Walloon Government on 24 March 2011 (AGW 24/03/2011). According to this AGW, the sites were designated by wave from 2014 to 2017. The last sites were officially designated on 1/1/2016 (entered into force on 1 January 2018). As a result, each site benefits from the comprehensive protection measures (general measures and special measures), which are in force. The Walloon Natura 2000 network has therefore been completed. Natura 2000 areas are not "closed" reserves. Human activities remain permitted provided that they do not jeopardise the maintenance of favourable conservation status of habitats and species in the area. In all cases, it is the person or body in charge of the management of the land that is required to comply with the rules set by the legislation. This dataset consists of the following data layers: 1. The perimeter of the Natura 2000 sites in force: polygonal layer containing a summary of the legal perimeters of the 240 Natura 2000 sites in force. Each site is identified by its name and a 7-character code. The fields "DATE_MONIT" and "DATE_EVIG" of the winning table are completed with the date of registration in the Moniteur Belge and the date of entry into force respectively. 2. Management units within Natura 2000 sites: Several layers (7) are used for the constitution of the cartographic documents included in the Designation Orders. A distinction is made between: - Management Units within Natura 2000 sites identified in a Designation Order in force on 31/12/2017. These UGs are mapped according to three types of representation. These may be point entities (NATURA2000__UG_PONCTUALS), linear entities (NATURA2000__UG_LINEAIRES) or surface entities (NATURA2000__UNITES_GESTION). There are 11 core management units and 3 temporary management units. The type of management unit is entered in the "CODE_UG" field. - Overprints: Some LUs may be complemented by species-specific measures that overlap with measures of the underlying management unit. There are two overprinted management units: a. UG S1 ‘Pearl Mould and Thick Mule’ overprints, referring to UG 1 (UG ‘Aquatic Environments’): hereinafter referred to as "UG S1" which harbours or is likely to harbour at least one of the aquatic and riparian breeding and feeding habitats for a regular population of Pearl Mussel (1029) or Thick Mulette (1032). UG S1 overprints can be surface entities (NATURA2000__UNITES_GESTION_S1) or linear entities (NATURA2000__UG_S1_LINEAIRES); b. Overprints UG S2 ‘Damier de la succise’, referring to UG 2 (UG ‘Milieux Ouverts prioritaires’): hereinafter referred to as "UG S2" supports or is likely to support at least one of the open or forested breeding and feeding habitats for a regular population of Damier de la succise (1065). These are surface (NATURA2000__UNITES_GESTION_S2) or linear (NATURA2000__UG_S2_LINEAIRES) entities. This version is in accordance with the publication at the Belgian monitor. It contains all the information in the version intended for consultation.
