For natural PPRs, the Environmental Code defines two categories of zones (L562-1): risk-prone areas and areas which are not directly exposed to risks but on which measures may be provided to avoid aggravating the risk.Depending on the level of hazard, each area is the subject of an enforceable regulation. The regulations generally distinguish three types of zones:1- ‘no-build zones’, known as ‘red zones’, where the hazard level is high and the general rule is no-build zones;2- ‘prescribed zones’, known as ‘blue zones’, where the hazard level is medium and projects are subject to requirements adapted to the type of issue;3- zones not directly exposed to risks but where construction, works, developments or agricultural, forestry, craft, commercial or industrial holdings could aggravate risks or cause new risks, subject to prohibitions or requirements (see Article L562-1 of the Environmental Code). The latter category applies only to natural PPRs.
