The measure indicates the level of costs of healthcare after taking into account structural factors that the region cannot influence. The concept of cost used is net cost, i.e. the costs of the business less the income of the business. The costs of private care and the care consumed by the population in another region are included. Structural factors are defined by the standard cost of the cost-equalisation healthcare model. The standard cost in the health care model is calculated by region using the variables staffing in sparsely populated areas, care in sparsely populated areas, care needs and wage costs. The equalisation system has changed, affecting comparability between 2013 and 2014, and 2018 and 2019.
