Competence development means that staff develop in their professional role through, for example, training, courses or supervision, based on the organisation’s mission. Competence development plan refers to a written agreement between the employer and the employee on skills development efforts. Such planning and documentation can be done, for example, in connection with employee interviews. The plan is up to date if it was designed less than 12 months ago or was followed up during the last 12 months, i.e. after 3 April T-1. The follow-up must be documented and provided with a date. At municipality level, the proportion of units meeting the indicator is reported, i.e. Yes. At the unit level, Yes is Yes=2, Yes for some=1, No=0.
