Participation in the implementation plan means the possibility to exercise influence in the establishment or modification of the implementation plan. Documentation on how the individual participated in the planning shows that there is a position on how the activities ensure the individual’s participation. At municipality level, the proportion (%) of units meeting the indicator, i.e. Yes. At the unit level, Yes is Yes=2, Yes for some=1, No=0.
