Description
This is a development key. Cost per pupil in municipal primary school F-9 is adjusted by deducting state grants and multiplying the result by a reference cost ratio. The reference cost ratio is equal to the average reference cost for primary school per inhabitant 6-15 years in the Kingdom, divided by the municipality’s reference cost per inhabitant 6-15 years. The structure-adjusted cost thus takes into account differences in student bases and the prerequisites for primary school that the cost equalisation takes into account. A high structurally adjusted cost means that the cost situation is high in the municipality’s operations, taking into account the prerequisites.
