Description
Answers from the municipality to the question “Has the municipality access to antiquarian competence?”, where the answer options “Yes, own competence”, “Yes, competence through contracts” and “Yes, own competence and competence through contracts” are reported as Yes = 1 and the answer options “no” are reported as No = 0. In order to answer the question in the affirmative, the municipality must either have access to its own antiquarian competence or have entered into an agreement to purchase the competence. An antiquarian competence means a person with relevant education who has the task of valorising cultural values. The tasks shall include drawing up and participating in spatial planning. Thus, acting solely as a referral body does not meet the requirement of access to antiquarian competence.
