Description
Reference cost is calculated as the standard cost for the equalisation year T+ 2 years at the current year (year T) price level. It is based on population figures and net costs for the year in question. The reference cost of healthcare includes the equalisation model for healthcare. The health care model includes equalisation for health care needs, sparse settlements, wage conditions and additional costs for staffing in sparsely populated areas. The latter is new as of the reference cost in 2019. The methodology for calculating differences in needs in healthcare is also new as of 2019, which affects comparability between 2018 and 2019. It refers to all directing.
