Tailor-made care and labour
Description
Single parents on social assistance are exempt from compulsory labour for a long time because of the care of their child. Only recently has this changed. For example, the Work and Assistance Act stipulates that, with effect from 1 January 2005, all persons entitled to social assistance, and therefore also single parents with children under the age of five, are subject to an obligation to work. In addition, the release scheme for parents with children under 12 years of age expires if they have worked part-time for more than half a year. This makes long-term part-time work a lot less attractive for them.
The changes prompted us to start experimenting in the spring of 2004 with:
a) a set of tools that enable the target group that is not yet subject to an obligation to work (single parents with children under the age of 5) to be directed towards paid work in an optimal and accelerated manner, and;
b) a set of tools enabling the target group still subject to the release scheme during the experiment (single parents with children under the age of 12 with part-time work and supplementary assistance) to be optimally and accelerated towards a job with sufficient income to make ends meet independently of the assistance.
