Zijwegen, a study into the flow of women within the staff of the municipality of Groningen

The paper ‘Zijwegen’ examines the results of the research into the causes of the under-representation of women in senior positions within the staff of the municipality of Groningen. In the literature, three explanations are given for the low representation of women in senior positions.
The first statement, the Pipeline Theory, says that more time is needed for women to flow.
The second statement deals with the unequal opportunities between men and women
The third explanation for the glass ceiling relates to women's own choices.
We have examined these three possible explanations of the glass ceiling in more detail by means of an analysis of the workforce of the municipality of Groningen and by means of group interviews with (former) employees of the municipality of Groningen.
