Description
In March 2013, about 80 organisations working with volunteers spoke to each other. The results of these interviews were used to create a new volunteering policy and a new participation policy. O&S Groningen conducted a qualitative analysis of the discussions. An important outcome is that “Care tasks that end up in the municipality due to decentralisations (Wmo) cannot, according to the institutions, for the most part be carried out by volunteers, but have the character of unpaid work”. Unpaid work is similar in content to paid work (continuity, professionalism).
