Description
Measurements for municipalities 2007 shows at national level which services municipalities deliver at what cost. The analyses cover the period 2000-2005. This is the fifth time that a quantitative and integral picture of municipalities as a producer of services has been sketched.
The report shows that the total expenditure of municipalities in the relevant period after adjustment for inflation increases by an average of 0.4% per year. Growth is dampened by a slowdown in 2004 and to a lesser extent in 2005. This is partly due to cutbacks and partly due to the divestment of tasks through privatisation and privatisation (education and public transport). Thus, after the peak year of 2002, with strong growth in expenditure and in staff numbers, municipalities reacted more slowly in subsequent years to the cyclical downturn in the market sector that had already started in 2001.
During the same period, production fell by an average of 0.3% per year. As a result, the development of the performance of municipalities fell by 0.8% per annum short of the real increase in expenditure. This is because the prices of collective services are rising faster than those in the market sector. In the case of municipalities, this can be explained, among other things, by a decline in labour productivity and by market-based wage developments.
The municipal budgets for 2006 and 2007 also show no sign of a recovery in growth. Although other sectors have also been affected by the cyclical downturn, in the slightly longer term expenditure and production of the market sector and of public services in areas such as education and care are increasing faster than that of municipal services.
