Description

In the Pilot Labour Market; ‘There is nothing like working in Groningen’, the municipal services Sozawe, RO/EZ and DSW work closely together and with the CWI. The aim of the collaboration is to ‘operate from the various municipal departments and the CWI towards the employers in the city of Groningen’ (letter alderman Schuiling). Before the start of this project, these employers were approached relatively separately by the partners. By working together, the burden on employers is reduced, the municipality is presented as a unit (and not as eight separate services) and the integrality of the services and products becomes visible. One of the participants expressed the profit in the formula: 1 + 1 = 3. There was already cooperation for the pilot, but it was not yet so intense and extensive. For example, prior to the start of the pilot, there was successful intensive consultation and cooperation between the Sozawe department, and in particular the location Groningen on the Ladder, and the CWI, location Zaagmuldersweg. At management level, activities are coordinated in the Economic Bussiness Plan (EBP). Integral cooperation, however, mainly took place on an ad hoc basis, for example with the arrival of Hornbach to Groningen. The pilot is a result of a bottum up and a top down movement and the experiences of the past. After a short preparation, the project was launched in February 2005. After six months, an evaluation had to take place, to serve as input for decision-making on possible continuation. The Research Office has been asked to undertake this evaluation. In the context of this evaluation study, interviews were conducted among the relevant executives and employees of the Front Office. Unfortunately, due to holidays, not everyone from the Front Office has been interviewed. Some have still found time to fill out a short written questionnaire. In addition, a group interview was conducted among the employees of Sozawe. Data were also collected through telephone interviews with some employers. The report is structured as follows. The first chapter presents a process evaluation of the pilot. The next chapter focuses on the proceeds of the pilot. The last chapter is entitled ‘Conclusion and recommendations’ and that title speaks for itself.
