Municipalities are on the verge of a new challenge. With effect from 1 January 2004, the Work and Assistance Act (Wet Werk en Bijstand) will be introduced. This law means far-reaching deregulation and eviction. Municipalities can determine much more than before where they use resources for the reintegration of social assistance recipients. The disposal of the reintegration budget goes hand in hand with the transfer of financial responsibility to the municipality. Municipalities with too high a volume of beneficiaries will have to bear the financial consequences themselves in the future. Municipalities are therefore committed to reducing the number of beneficiaries. This can be done by focusing on reducing the influx of new customers and / or by promoting the outflow of customers.
In recent years, many cities have already tried out measures to promote outflows. In Groningen, around the turn of the millennium, it was decided to experiment in a regular district unit of the Sozawe service. To this end, two delegations travelled to Wisconsin in the United States in 1999 and 2000. Wisconsin, like Groningen, uses the following principle: Those who can work must work for their income. To achieve this, every customer in Wisconsin receives a permanent supervisor who intensively guides him to work, but also arranges the benefit. On-site facilities are available to remove obstacles to working at the customer's premises. For single-parent families, for example, there is childcare. In order to gain work experience and work rhythm, work is available. In the process, financial incentives are built in that reward every step of the customer towards work. Relapse has negative financial consequences. The duration of the course is limited. Those who have not found a job after one year can no longer use the services of the social service.
A few months after the first visit to Wisconsin, the project design ‘Groningen op de Ladder’ appears. In March 2001 the festive opening of the experiment will take place.
