Assessment of 16 projects in the context of the Budget Note Space

The CPB and the Netherlands Environmental Assessment Agency (PBL) have been asked by the Cabinet to test more than 20 projects (for Groningen see page 107 et seq.) in order to weigh up the use of the so-called 'Space Budget Note' of EUR 1 billion.
The starting point for an assessment is whether a project is expected to contribute to social welfare (in a broad sense).
This publication provides an overview of the assessments of 16 projects on which decision-making by the Council of Ministers has already taken place. One project and one project component were assessed as favourable, three projects as mixed to favourable. Three projects received mixed opinions. One project scored slightly unfavourable, four projects and one project component had an unfavourable final picture. Two projects could not be assessed on the basis of the available information. A project consisted of 11 sub-projects, the judgments of which ranged from unfavourable, unfavourable but improveable to unevaluable.
Given the limited time span per project assessment, the analysis of the planning agencies has the character of a quick scan.
