This is the final property note welfare. This memorandum builds on the concept of the well-being of Anders and Beter accommodation note, which was adopted by the municipal executive on 11 October 2005. The note explains how we want to reshape the accommodation policy from the objectives of the welfare policy. Based on the consultation process, we have adjusted the memorandum. In short, we outline the conclusions from the consultation process here, so that the changes compared to the concept accommodation note are clear.
Critical notes have been cracked. These related to the application of the test framework, the construction of a central management pool, insufficient attention to “play” in the note, concerns about nuisance in the creation of more public playgrounds. In addition, there were specific questions about the financing and the creation of subsidy amounts. Some public participation reactions have prompted us to change the concept accommodation note on a number of points.
We further set out our vision to clarify the coherence of welfare policies – including play. We also set out more clearly what expectations we have of boards when drawing up a programme of activities and that they must cooperate with other accommodation boards in the district. We also explain the difference between activities from policy programmes and general activities that are more focused on meeting and recreation. We also outline who, as a result of this distinction, is responsible for which costs in order to prevent money from pumping around in the future.
