Description
Layer of the Regional and Regional Balancing Poles of the department of Yonne.
The scheme is created by Article 79 of Law No 2014-58 of 27 January 2014 on the modernisation of territorial public action and the affirmation of metropolises, known as the “MAPTAM Law”, promulgated under the government of Jean-Marc Ayrault and the quinquennat of François Hollande, as part of the third act of decentralisation in the country.
In the area of clarifying the competences of local and regional authorities, the law aims to respond to the legal vacuum left by Law No 2010-1563 of 16 December 2010 on the reform of local and regional authorities with regard to countries, the provisions of which had been repealed. Indeed, the law opens up the possibility for mixed trade unions of countries to evolve into territorial and rural balance poles (PETR), a mixed trade union of a special nature.
It is defined in the General Code of Local and Regional Authorities by Articles L. 5741-1 to L. 5741-5
