Description:
EPTBs were officially recognised in 2003, under the Risks Act, as actors in water policy at basin and sub-basin level. Their tasks were strengthened in the context of the Grenelle de l’environnement in 2010. This recognition follows the logic of the Water Act of 1964 (since 1992 and 2006), which had devised a coherent system based on three types of water actors: basin committees, basin financial agencies (renamed water agencies) and public institutions that can be the contracting authority for operations at the level of the watershed or sub-watershed (the latter having never been set up). An EPTB is a grouping of local authorities which may take various forms: interdepartmental institutions and bodies and all types of mixed trade unions.
The EPAGE status, which was introduced in 2014 by the Act on the Modernisation of Public Action and the Modernisation of Metropolitan Areas (MAPTAM), is a special status for mixed trade unions exercising the tasks of the GEMAPI competence.
The role of an EPAGE is to be able to carry out the actions necessary to implement the GEMAPI competence on a coherent hydrographic perimeter.
