Description
Fight against the devitalisation of city centres.
Created in 2018 by Article 157 of the ELAN Act, the Opération de Revitalisation du Territoire (ORT) is a tool at the service of voluntary local authorities for the implementation of their overall territorial project aimed at consolidating centrality functions that benefit all.
Objective
Through its legal effects, this tool aims to contribute to the reconquest of old centres by initiating actions concerning housing (fight against unworthy housing, fight against the vacancy of housing, etc.), development (recovery of built heritage, rehabilitation of urban wasteland, etc.) and trade (fight against the vacancy of commercial and craft premises, etc.).
Targeted territories
This tool is aimed at any territory that wants to implement a global revitalization project. Thus, the ORT is a flagship tool to support the 222 local authorities involved in the Action cœur de ville programme and the winning municipalities of the Petites Villes de Demain programme.
