A country, within the meaning of the Act of 4 February 1995, is a territory with geographical, cultural, economic or social coherence.
It is a project space for which public and private actors build from local potential a sustainable development project.
NOTE: some countries have been transformed into a centre of territorial and rural balance (PETR) by retaining their geographical competence.
