In order to enable cities to regain a better balance, to restore attractiveness and dynamism to their centres, the Government presented in December 2017 a plan for cities with regional influence.
Eight cities in the Pas-de-Calais department are concerned by this plan: Arras, Béthune, Boulogne-sur-Mer, Calais, Lens, Liévin, Saint-Omer and Bruay-la-Buissière.
Called “City Heart Action”, this plan aims to improve over time the areas of housing, commerce, job creation, transport and mobility, educational, cultural and sporting offer, the quality of teaching sites, the development of the use of digital tools...
This plan is therefore aimed at cities with regional influence and which have a central role in their area of life, and municipalities that have expressed an interest in integrating the plan in agreement with intercommunity.
The successful cities will contract this year. Those whose project is being developed will establish a contract prefiguration protocol in 2018.
