Description
Surface objects (from the Topo comics of the IGN) of the public institutions of intercommunal cooperation (EPCI) of the department of Charente.
These are groupings of municipalities whose purpose is to draw up joint development projects within solidarity zones. They are subject to common rules which are homogeneous and comparable to those of local authorities.
Municipalities transfer their powers to the establishment they create.
An EPCI may exercise only those powers which have been explicitly transferred to it either by law or by its member municipalities.
