Agricultural areas whose preservation is of general interest by reason of the quality of their production or their geographical location may be classified as protected agricultural areas. The objective here is to better control changes in assignments or
land use patterns that can sustainably alter the agronomic and biological potential and contribute to the protection of agricultural and forestry areas in peri-urban areas. In municipalities without an approved local planning plan or a document
urban planning in lieu of:
— any change in land use which permanently affects the agronomic, biological or economic potential of a protected agricultural area must be submitted to the Chamber of Agriculture and the Departmental Agricultural Guidance Commission for the opinion of the Chamber of Agriculture. In the event of an unfavourable opinion of a
of these, the change may be authorised only on the basis of a reasoned decision of the prefect;
— any change in the mode of land use which permanently affects the agronomic, organic or economic potential of a protected agricultural area must be submitted for the opinion of the Chamber of Agriculture and the Departmental Agricultural Guidance Commission. In case of an opinion
unfavourable to one of them, the change may be authorised only on the basis of a reasoned decision of the prefect.
In municipalities with an approved local planning plan or planning document in place of:

— the planning documents must be made compatible with the objectives of the ZAP and the authorisations envisaged under the urban planning code must not prejudice the agronomic, organic or economic potential of the agricultural area.
The introduction of an APA therefore has the effect of protecting the agricultural use of the land concerned on a sustainable basis. A non-agricultural use of classified areas becomes in fact exceptional.
