With the exception of the presentation of wind turbines, the land use plan does not develop any direct legal effect vis-à-vis the citizens. However, the concrete, legally binding development plans of a municipality must be developed from the land use plan. Only in the case of the approval of wind turbines can the land use plan apply directly.
