Comparison of services for people with disabilities in the six largest cities
Description
**NOTE:** After the reform of social welfare and health care structures in 2023, responsibility for organising social welfare and health care services was transferred to the wellbeing services counties, and the Kuusikko cooperation ended in June 2023 for social welfare and health care services. For this reason, the dataset ends with 2021 data.
Customer volumes, deliverables and costs of services for the disabled in Finland's six largest cities in 2004-2021.
Since 2017, the dataset has been combined with [comparison of developmental disability care](https://hri.fi/data/dataset/the comparison of six-largest-city-developmental disability care).
The data contains information on services provided to persons with disabilities under the Act on Special Care for Persons with Intellectual Disabilities (519/1977) and the Disability Services Act (380/1987) in the six largest cities in Finland. Persons with intellectual disabilities may also receive services organised by the municipality on the basis of other primary laws, such as the Social Welfare Act (1301/2014). As a rule, the material does not contain information on the services provided under these other primary laws. An exception to this is the information on transport services, which also includes transport services under the Social Welfare Act. In addition, the Turku data includes services in accordance with the Social Welfare Act. Services for persons with intellectual disabilities are also granted on the basis of the Disability Services Act (380/1987), and these services are included in the material in the share of disability services. Definitions agreed for data collection can be found in the tabs of the file. The services included are personal assistance, outpatient care services (transport services, housing support services, work and day activities), round-the-clock housing services, family care for the intellectually disabled and institutional care for the intellectually disabled.
The six cities are made up of the six most populous cities in Finland. In order of population, the six cities include Helsinki, Espoo, Tampere, Vantaa, Oulu and Turku. The Kuusikko working groups compare the health and social services of cities, employment services and early childhood education and care services. Data on customer numbers, performances, personnel and costs are mainly compiled from municipalities' own information systems and financial statements. Urban experts agree on the most uniform definitions for data collection and implement the data collection in practice.
