Master plan for empty pipes and fiberglass
Description
The plan shows an example of theoretical planning, with which it would be possible to find all known addresses (criterion: House number specified at GeoSN) to connect with empty tube incl. fiberglass. The plan takes into account all government registered addresses/house numbers. The planning does not contain any superlocal access roads, but only the local distribution (from existing KVZ). Duct or fibre-optic infrastructures already built could not be taken into account, as these are only kept at individual telecommunications companies, classified as trade secrets, and are subject to constant change. This plan alone does not make the decision as to whether a co-location obligation is relevant in the course of a construction measure. The criterion for this is, in particular, the presence of a fibre-optic infrastructure and its suitability to supply the residents. While the plan adopts an assumption on the grid structure, it does not state that exactly this network structure should be implemented. Rather, in the concrete planning of a construction measure, the network structure and all other parameters (such as the starting point of the implementation, location in the road/walkway space, location of exits to residents,...) must be planned individually. The plan cannot be understood as a requirement for telecommunications companies, even if, as a result of their development, no replacement infrastructure is required by the construction agency. The TK companies are free to decide where and how to build TK infrastructure. There is no legal basis for an obligation for TK companies to implement this master plan. The master plan provides guidance on how infrastructure could be created to prevent the reopening of the road body by TK companies. In its presentation, the master plan is limited to the route guidance. The dimensioning – i.e. the type and scope of a duct or fiber optic infrastructure to be laid – can only be carried out in an individual planning for a concrete construction project. The material concept of the BMVI can be used for this planning task. The plan initially assumes that all KVz have already been developed with fiber optic. In practice, this will have to be examined on a case-by-case basis, so that any necessary development would have to be planned in addition.
Taking into account the recommendations on the dimensioning of the supply level and the derivation level according to the material concept, a sufficient reserve for subsequent changes can be assumed.
For the present plan, without differentiation, all paths categorised as “publicly dedicated” according to GeoSN maps have been taken into account.
Statements on the concrete suitability of the chosen routes for a transfer, i.e. to what extent these are actually available and suitable, must be made in the course of the concrete planning of a construction project.
