Description

The Provincial Health Service guarantees outpatient specialist care services consisting of visits carried out by specialist doctors, instrumental and laboratory diagnostic tests and therapeutic and rehabilitative services. The data presented refer to the outpatient specialist services contained in the provincial tariff nomenclature and collected through the information flow of the outpatient specialist (SPA flow). Specialist First Aid and Short Intensive Observation services not followed by hospitalisation and outpatient specialist services provided by private facilities under an agreement are also included; On the other hand, the services provided by private structures under the "indirect specialist assistance" regime are not considered, as there is no information flow that detects this activity. The use of specialist care by residents of the Autonomous Province of Bolzano is quantified by the ratio between the benefits provided to residents at provincial, national and Austrian health facilities and the resident population. In 2015, the consumption rate of specialist services was 15.3 per resident in the Province. In 2015, 8,164,981 outpatient specialist services were provided at provincial facilities; Of these, 98.4% were carried out in public facilities. The overall number of services showed an increase compared to what was found in 2014 (+0.9%) The total tariff amount of the services provided amounts to 120,803,996.59 Euro, while the patient's participation in health expenditure, measured through the ticket, is equal to: 21,842,780.37 Euros (97.6% of which collected by public structures). 59.9% of the total public and private services were provided to exempt patients, 4.9% to patients who pay only half the amount of the ticket (children taxed by their parents) and 2.0% paying on their own. The remaining 33.2% of the services were provided by non-exempt patients. The provincial tariff nomenclature distinguishes the outpatient specialist services according to the different specialist branches, which can be grouped into three macro-categories: diagnostic imaging (nuclear medicine and diagnostic radiology), laboratory, rehabilitation and all other branches. Analyzing the distribution of services provided by public facilities, it is observed that 61.1% is represented by laboratory services, 5.8% by diagnostic imaging services, 7.6% by rehabilitation services and 25.5% refers to other clinical activities. The percentage distribution by specialist branch changes considerably if the tariff value of the services provided is analysed: laboratory performance 23.1%, diagnostic imaging performance 19.0%, rehabilitation 8.6% and other clinical activity 49.3%. Emergency departments provided 14.1% of outpatient specialist services, a percentage that remains almost unchanged when considering the tariff value of these services out of the total. Most of the services provided by private facilities belong to the Rehabilitation branch (72.5%), followed by diagnostic imaging (15.8%). In 2015, the Health Authority paid 5,414,524.56 euros to private facilities or freelancers, against a total tariff value of the outpatient specialist services provided under the agreement of 5,938,377.95 euros.
