[DREAL OCCITANIA] PNA Necrophage feeding places in Occitanie and all the French Pyrenees
Description
The National Action Plans for Endangered Species are one of the policies put in place by the Ministry in charge of the Environment to try to stop the erosion of biodiversity. They are codified in Article L.414-9 of the Environmental Code:
‘National action plans for the conservation or recovery of species referred to in Articles L. 411-1 and L. 411-2 and of species of pollinating insects shall be drawn up and, after consultation with the public, implemented on the basis of data from the competent scientific institutes where justified by the biological situation of those species.
These plans take into account economic, social and cultural requirements as well as the imperatives of national defence.
Information on the actions provided for in the plans shall be disseminated to interested audiences; the prescribed information shall also be accessible to them throughout the duration of the plans, in the relevant geographical areas.
A decree shall specify, where necessary, the detailed rules for the application of this Article.’
Mountain areas such as the Pyrenees or Grandes Causses serve as a refuge for the species of necrophage birds (Vultur Fauve, Vauur monk, Vultur percnoptera, bearded Gypaète, Royal Eagle, Royal Milan...) who can play their role as a natural squarer. Beyond encouraging biodiversity, their perenity allows farmers to avoid both the storage, transport and incineration of bodies of animals that correspond to their diet, which implies benefits both economically and health. Thus, the implementation of “feed pads” has been created in order to be able to make food resources available to these animals and optimise their role as natural squarers, although the legislation on breeding has been gradually implemented. The Rural Code has been amended (Articles 264 and 271) after sixteen years of information and awareness-raising efforts to ensure that these ecological services are recognised by the State. It is now possible to create and use feeding plots in accordance with the inter-ministerial order of 7 August 1998, “in compliance with the provisions laid down”. This decree thus lays down “the regulatory framework and the limits of the activity of feeding necrophagous raptors, in a context of conservation with a scientific purpose”.
