The Common Administrative Reference Framework for the Sander is based on the 2021 version of INSEE’s Official Geographical Code.
The administrative divisions of the water sphere to which the municipality belongs are added to the valid common codes and denominations and to the department code, namely: the WFD basin, the river basin district, the basin committee and the basin administrative district.
The municipality is one of the central administrative divisions of the administrative division of the national territory. It is identified by an alphanumeric code on 5 positions assigned by INSEE — not to be confused with the postal code.
The concept of commune must not be confused with that of ‘new city’, which is the subject of Law No 70-610 of 10 July 1970. The latter sets out a number of provisions to facilitate the creation of “new agglomerations”, commonly referred to as “new cities”.
In order to better meet some of their needs which are common to other local and regional authorities and which often go beyond the scope and capacities of a communal entity, municipalities may join one or more institutions between local and regional authorities, each of which will delegate one or more powers in order to pool the means necessary to achieve their objectives.
Some municipalities play the role of chief place for regions, departments, districts and cantons.
