Operational Programme of the Municipality of Tinos
Description
Law 3463/2006, ‘Code of Municipalities and Communities’, and in particular Articles 203 to 207, introduced for the first time the obligation for municipalities with more than 10 000 inhabitants to draw up operational programmes. In Tinos, all three local authorities created under the ‘Kapodistrias’ plan were below the population limit, as were most of the municipalities in the Cyclades, and therefore they did not draw up an operational programme. 266, O.P. training is now mandatory for all local authorities.
The O.P. process is a collective activity, with which organized social actors and informal social groups in a place, co-decide in a coordinated way, taking into account the objective economic data, objectives and priorities of the local community. The implementation of the planning is done not only by economic criteria but also by social and political criteria, with the ultimate goal of utilizing the limited resources of a region. The Municipality as coordinator and main executor of the effort has the control and disposal of the goods of its area, in order to ensure an economic future consistent with the quality of life of the citizens.The Operational Program aspires to be the tool that will reflect the will and potential for growth and prosperity and will give movement to the many and complex gears of the engine for Local Development.
The purpose of the Operational Program of Municipalities is to promote local development and the internal development of the Municipality as an organization, in line with the directions of development planning and by strengthening the partnerships of the Municipality at local and national level, in a medium-term five-year plan that coincides with each municipal period.
