Description
LEELA system uses the Arrival-Time-Difference, applied to very-low-frequency radio-wave emmission from individual lightning strokes

Data are BUFR encoded collected every minute, using the 'Universal BUFR template for lightning data' and sent to EUMETSAT for transmission on EUMETCAST for use by National Meteorological & Hydrological Services to carry out their Public Task
