Income migrants in the Helsinki region by level of education and gender since 2005. The data include intermunicipal migration (departure migration, income migration) as well as immigrants to and from the country by level of education and gender. ##Lower ranges The Helsinki region consists of four municipalities in the Helsinki metropolitan area: Helsinki, Espoo, Vantaa and Kauniainen, and ten surrounding municipalities: Hyvinkää, Järvenpää, Kerava, Kirkkonummi, Mäntsälä, Nurmijärvi, Pornainen, Sipoo, Tuusula and Vihti. The sums in the table are the Helsinki metropolitan area, the peri-urban area, the Helsinki region and Finland. In addition, the table includes the sum level Uusimaa, which covers the municipalities Askola, Hanko, Inkoo, Karjalohja, Karkkila, Lapinjärvi, Lohja, Loviisa (1.1.2010 merged Loviisa, Pernaja, Ruotsinpyhtää, Liljendal), Myrskylä, Nummi-Pusula, Porvoo, Pulkkila, Raasepori and Siuntio. The regional breakdown corresponds to the situation on 1 January of the year following the statistical reference year. Therefore, the moves between the merged municipalities have been transferred to internal moves. At the beginning of 2009, the south-western part of the municipality of Sipoo (now Östersundom area) and the so-called Västerkulla wedge area of the city of Vantaa were incorporated into Helsinki. This should be taken into account when comparing the population changes in the statistical years 2001-2007 with the figures for the statistical years 2008- concerning Helsinki, Vantaa and Sipoo, as well as the sum levels for the Helsinki Metropolitan Area and the spending limits area. The Helsinki region is a housing and labour market area. ##Target set and cropping The Population Register Centre (VRK) centrally collects all reports on population changes – birth, death, marriage and divorce, and migration. The Population Register Centre receives notifications of changes from the keepers of the population register, local register offices, courts, etc. The Population Register Centre processes and checks the data and updates its Population Information System (which until 1 November 1993 was called the Central Population Register). Every week, after updating the system, the Population Register Centre sends the population change data in machine-readable format to Statistics Finland, where the data are edited for statistical use and printed out into statistical tables. Permanent changes of residence are considered to be moves. Changes to the area are referred to as incoming migrations and outgoing migrations are referred to as outgoing migrations. The table is suitable for municipality-specific time series analysis. Comparing municipalities with each other is not meaningful in the absence of age distribution data. ##Classifications EDUCATIONAL RESULTS are classified into three levels: no post-comprehensive or unknown degree, secondary and tertiary level. The level of education in the table is in line with the situation at the end of the statistical reference year. The level of education is only in the statistics for the years 2005-2007. ##Data collection methods Information on the place of residence of the persons is received into the Population Information System through the notification of move. According to the law, a person who changes his or her domicile must submit a notification of move to the Local Register Office of the new place of residence no later than one week after the move and the family members who have moved with him or her. The removal is reported in the form as either permanent or temporary. After receiving the notification, the local register office decides whether the change of residence is temporary or permanent. The moves of students to the place of study are considered permanent moves (Municipality of Residence Act 201/1994). Education data are obtained from Statistics Finland's Register of Qualifications. All completed post-comprehensive education of at least 400 hours is regarded as training. Adult education, such as training organised by the employer, training provided by organisations and associations, language courses, letter teaching, etc., is not regarded as education. The division of levels of education follows the structure of the school system, in which education progresses year by year from lower to higher levels of education. The longer the education, the higher the level of education. Only one qualification has been taken into account for each person, which is the highest degree completed or the last degree completed in similar degrees. Exceptions are cases where a person has completed a matriculation examination and a vocational qualification. In this case, the education is determined by the vocational qualification. Please note! There is under-coverage in statistics on the level of education of immigrants. The statistics on the level of education of the population include qualifications obtained abroad, from which information is obtained from various registers, such as the National Board of Education, the Finnish Centre for the Legal Protection of Health Care and the Ministry of Labour's register of jobseekers. The majority of qualifications completed abroad and registered in Finland are higher education qualifications. Degree information is only available to persons who have a Finnish personal identity code. For these reasons, the degree data of many foreigners are missing from the degree register, and when examining the educational situation of people with foreign background, it is necessary to remember this shortcoming in the statistics.
