Rain programme: open source operating model
Description
This document is an open source operating model of the e-Services and Democracy Acceleration Programme (SADe Programme), coordinated by the Ministry of Finance. The aim of the SADE programme is to produce customer-oriented and interoperable e-services that strengthen the cost-effectiveness and quality of the public sector for the use of citizens, companies and authorities. The duration of the programme is until the end of 2015.
When the programme was launched in 2009, common operating models were defined as being used in the implementation of the programme’s projects and in the development of services. One of these approaches developed in 2009 was “Promoting the use of open source software”. By autumn 2012, all projects in the programme have progressed to the implementation phase of the services, so it was considered necessary to update the operating model established in 2009 to further support the high-quality implementation and large-scale deployment of services.
