Multimodal Trade Point Development Scheme (SDPEM) - Mobility Plan - MEL

Description

**Definition**: Intermodality is the use of several modes of transport during the same journey. To facilitate intermodality practices (using several modes on its territory, the European Metropolis of Lille is pursuing its desire to develop Multimodal Exchange Hubs (MEPs). The European Metropolis of Lille wishes to fine-tune the territory in PEM and strengthen the urban role of the train by creating new PEMs and adapting some existing PEMs, the main major poles having already been developed. The nature of these places is defined as follows: * **Major MSP:** Multimodal site of metropolitan scope in terms of public transport offer, attendance, its location, which aims to facilitate exchanges between several modes of travel at the level of the agglomeration. * **Parc Relais (P+R):** Capacity parking often under construction with access control. * **PEM proximity:** Multimodal site of local importance, offering a structuring public transport offer, which aims to meet more local needs and facilitate exchanges between several modes of travel. * **Relay Area (A+R):** Small to medium-sized car park without access control. **Details:** In the short term, 3 PEMs are included in the investment programmes of the Métropole Européenne de Lille. 10 small and medium-sized enterprises (SMEs) have significant development potential in terms of the transport services available, their use and the desire to network the territory. As the choice of routes for the new tram and bus lines with a high level of service was not established at the time the mobility plan was drawn up, it remains to be identified which MSPs need to be created or adapted in connection with the arrival of a collective transport line on their own site. 12 major PEMs and 10 local PEMs along one of the routes studied in the context of the consultation on the projects for new tram lines and buses with a high level of service (February/April 2022) are referenced on this map. Relay park type facilities (outside the "no drawdown incentive" zone) or relay areas could be programmed in connection with the proposed new TCSP lines. ## Collection Context The preliminary diagnosis and the elaboration of the Action Plan proposed by the Mobility Plan made it possible to draw up a complete panorama of existing and future intermodality places. In particular, Action 21 calls for the development of new multimodal trade hubs and the adaptation of existing MSPs (Multimodal Trade Hubs) to future mobility developments and public transport projects.
