XPlanung FNP Wuppertal continuously updated

Description

The data set includes all technical specifications and notifications of the updated land use plan of the city of Wuppertal (FNP) of 17.01.2005, modelled according to the XPlanung standard in version 5.1.2. The FNP (preparatory land-use planning) and the development plans to be developed from it (binding land-use planning) are the instruments of municipal land-use planning. The background map used for the FNP and the explanatory report with its annexes are not covered by the XPlanung standard and are therefore not included in the data set. The file provided for download in the XPlanGML format was created with the specialist software GeoOffice (version 10.9) used in Wuppertal for the management of the digital FNP and successfully validated with the validator of the XLeitstelle Planen und Bauen at the State Office for Geoinformation and Surveying of the Free and Hanseatic City of Hamburg. The technical specifications of the FNP, in particular the main uses, were digitized in the course of the preparation of the FNP on the basis of the German basic map 1:5,000, as of 1996, used as a background map. A completely stress-free overlay of the data set with current large-scale maps or orthophotos is therefore not possible. Experience has shown that an update of the data set is required up to a maximum of ten times per year, each time after completion of an amendment procedure to the FNP. The scope of the legally effective amendment procedures before their merger with the total FNP is adapted to the main areas of use in such a way that a consistent sharing of these two data sets is possible. The dataset is available under an Open Data license (CC BY-ND 4.0) with exclusion of data modification. According to the AG Geokom.NRW of the municipal umbrella associations in NRW and the state of NRW, there is a legal publication obligation for the FNP in accordance with the provisions of the INSPIRE Directive or the Geodata Access Act NRW. In the recommendation for action of this WG, it is assigned to the topic of "soil use" from Annex III to the Directive.
