Sand extraction and sand extraction zones
Description
The subsurface of Overijssel offers opportunities for the extraction of sand. A distinction is made between multifunctional sand extractions and functional excavations. In multifunctional extractions, the main purpose is the extraction of sand, but the extraction location also has other functions during and especially after use (nature, recreation, water storage, energy production). The location therefore has added value for the environment. The province of Overijssel requires new sand extraction sites to be multifunctional, to fit within the existing network of sand extractions and to contribute to the preservation and strengthening of the area characteristics. New developments are only possible if it is substantiated that expansion of existing locations is not a reasonable alternative. A functional excavation is linked to the realization of a socially desired function. The unravelling is not an end in itself, but an essential part of the work to be carried out. The policy for functional excavations is aimed at preventing as much as possible (from the preservation of spatial quality) damage to nature and landscape and at promoting economical use of space. With regard to the prevention of the use of finite raw materials, the province will apply secondary and renewable raw materials as much as possible in order to ensure the sustainable use of raw materials in its own works. In order to meet a future need for sand, the possibilities of expanding existing excavations must first be exploited before cooperating on a new location. The requirements of multifunctionality and integration in accordance with the area characteristics also apply to the expansion of existing sand extraction. Sand extraction at existing sites is subject to the conditions set out in the de-soiling permit issued for this purpose.
