Description
Land benchmarks (Section 196(1) of the Building Code) are average land position values for a majority of land within a demarcated area (ground benchmark zone), which are broadly consistent according to their property characteristics, in particular according to the nature and extent of usability and for which essentially the same general value ratios exist. They are based on the square meter of land area of a plot with the associated property characteristics (ground reference property).
The soil benchmarks are adopted on a regular basis every two years by the Thuringian expert committees for land values and published in the soil benchmark information system Thüringen (BORIS-TH). At the request of a municipality, soil benchmarks for individual urban planning areas (development areas and rehabilitation areas that are not carried out in a simplified procedure) are also decided on different reference dates.
